The tertiary decree and the OPERAT platform
The OPERAT platform, or Energy Performance, Renovation, and Actions Observatory for the Tertiary Sector, allows owners and tenants of tertiary buildings subject to obligations for reducing final energy consumption, in accordance with articles L.111-10-3 and R.174-22 to R.174-32 of the construction and housing code as well as the application orders. The OPERAT IT platform has been set up by the State to track consumption reduction objectives.
The platform results from the Eco Energy Tertiary Device (DEET), also known as the Tertiary Decree, published on July 23, 2019. It aims to reduce energy consumption of tertiary buildings by 60% by 2050. The decree mandates the gradual reduction of final energy consumption across the entire tertiary sector of at least -40% by 2030, -50% by 2040, and -60% by 2050.
Who is concerned?
Tertiary buildings represent 973.4 million square meters in France, accounting for more than one third of the energy consumption in the building sector. All existing and new constructions in the tertiary sector whose buildings have a cumulative surface of tertiary activities greater than or equal to 1000 m² are concerned. This represents nearly 68% of the tertiary stock.
However, exceptions have been established, notably for temporary constructions, places of worship, and buildings related to defense, civil security or within the territory.
What are the levers for action to achieve the objectives?
Improvement of the building's energy performance through work on its envelope: insulation, carpentry, solar protection, etc.
Installation of efficient equipment (heating, hot water, lighting, etc.) and control and active management devices for these equipment.
Optimization of equipment operation: operation contract with result objective, monitoring of active management of equipment, etc.
Adaptation of premises to energy-saving use: adaptation of lighting to the workstation, automatic switching off of lighting and equipment after closing, etc.
Encouragement of occupants to adopt eco-responsible behavior: reduction of the storage of computer data, switching off equipment, etc.
